View Full Version : Illinois County Second Amendment Resolution Gaining

I posted under the topic "Its Ill-Annoy What More Can I Say" on January 9 that there were 62 county boards in Illinois that had passed the second amendment resolution. It is now up to 64 with the most recent being Ogle county where it passed unanimously. It is to be voted on by the full board in Clinton County January 22. Peoria County will have the second reading of the resolution on January 31. When 68 counties have approved it we will be at the 2/3 level for counties approving it. There is a nice map showing in green the counties that have approved it on www.pro2aresolution.com Click on county by county map. If your county is yellow it means that it has gone to your county board but not been voted on. If so it is a good time to contact county board members about it.
One township Oswego in Kendall County has also passed the resolution. The resolution continues to gain support. On November 16, 2007 there were 60 counties that had approved it.
Don't give up on Illinois, we'll get concealed carry legislation sometime.

Morgan county in central Illinois west of Springfield has passed the second amendment resolution, it is #66. In McHenry county it is in committee. It has been proposed in Peoria and Rock Island. It should be at the 2/3 level pretty soon (68 of 102 counties).

Hi JB,
I asked this before, but I think it got lost in the database shuffle: What happens when this reaches 68 counties, 2/3 of the total? That is, what's the purpose of the petition and that specific number?

That reminds me;does anyone know how old Mayor Daley is? Could maybe he be getting ready to retire soon(hope)? Because that seems to me to be the only time that we might be able to get CCW. :(

Bill, You had asked about this before. I guess your post and my answer ended up in internet never never land.
Right now the resolution is still at the 66 county level. 3 county boards Macon, Moultrie and Peoria are going to vote on it on February 14 so we may be up to the 2/3 level after that. Douglas county votes on it February 20. Folks in those counties should contact county board members about supporting it. Champaign county board home of University of Illinois has refused to vote on it.
The resolution came about last year in response to about a dozen bills in the legislature. I can't get to the pro2aresolution website right now, but they were basically bills like Assault Weapon Ban, 50 caliber ban, full capacity magazine ban, and similar. Most of these bills are introduced by legislators in the Chicago area. I guess I would say the second amendment resolution addresses the "keep" part of the second amendment by saying that these bills are invalid. My county board voted unanimously to adopt the resolution. I would have some confidence that even if the Chicago anti-gun politicians got a bill passed that say banned handguns and required them to be turned in, my sheriff would not enforce it and my states attorney wouldn't prosecute. Being political animals I am betting they would both like to be reelected.
Maybe when we get this through all counties except those in the northeast corner we can bring a new resolution about the "bear" part of the second amendment. This isn't a petition that can force legislators to do anything, but it should send a message.

As I said the pr2A resolution addresses about a dozen bills which were introduced in the legislature, non passing to my knowledge. I'll give part of the text of the resolution, since I was able to get to the pro2aresolution.com website this morning. It reads-
Whereas proposed legislation under consideration by the Illinois State Legislature would infringe on the Right to Keep and Bear Arms and would ban the posssession and use of firearms now employed by individual citizens of ______ County, Illinois in the defense of Life, Liberty and Property and would ban the posssession and use of firearms now employed for safe forms of firearm recreation, hunting and shooting conducted within _______ County, Illinois.
NOW THEREFORE, IT BE AND IS HEREBY RESOLVED that the People of ______ County Illinois do hereby oppose the enactment of any Legislation that would infringe on the Right of the People to Keep and Bear Arms and consider such laws to be unconstitutional and beyond lawful Legislative Authority.
The entire resolution can be found at pro2aresolution.com. Maybe folks in oppressed states like California, Maryland and New Jersey should get a similar resolution started in their counties!

Update 69 counties have now passed the Pro2a resolution (67.6%) the latest are Moultrie by vote of 6-2, Macon 10-9, Peoria 16-0. Only Douglas , Champaign, Rock Island, and Stark have voted it down. For more voting information on other counties go to www.pro2aresolution.com/id11.html Someone on the Illinoiscarry.com forum said that the Macon County States Attorney, (the anti-gun) Macon County Sheriff, and Decatur Police Department also approve of RTC so long as the requriements for permits are well defined in the law.
Sounds like we are making progress.
There was even an article at www.chicagotribune.com/news/opinion/chi-oped0219proffeb19,0,1923663.story The story, from the paper some people call the Libune is titled Vulnerable Schools Need Protection advocating concealed carry for teachers and professors.

Late breaking news. Someone from the IllinoisCarry.com forum says that they have a signed copy of the DeWitt county second amendment resolution in hand. This will make them the 70th county to adopt it in Illinois. Last week the resolution failed before the full county board in Douglas county,
the second county to have it fail on a full board vote.

I just looked over that page, JB, and I don't see what Stark County did, but it looks like Rock Island didn't exactly vote it down, they just took no action, which means that after the next election, it might be re-submitted for passage.
Just a thought.

Bill of Rights, I think you may be right about Rock Island and Stark. Ol'Coach on the IllinoisCarry.com forum has been tracking the Pro2a resolution and mentioned on the Pro2a resolution topic there that he didn't think it had been taken off the agenda. So you are probably right. I probably posted this because of a post by someone else saying this. Sometimes even people living in the counties get it wrong when it comes to what is actually happening. McHenry was to vote on it but said they were temporarily taking it off because of the NIU killings.
You are right if a county has taken no action in may come back later.
