I live in Il. and have a non-resident Pa. permit. All the info that I have read says that Kentucky honors this permit, however,Kentucky's laws state that anyone having a ccw permit must also provide proof of handgun training....atleast 8 hours worth. As anyone who has a non-resident Pa. permit knows, there is no training required.
So my question is,would I ACTUALLY be legal in carring concealed in the state of Ky. with my Pa. permit, having no formal training?

TIA
Dennis

Hi Dennis, and welcome to CarryConcealed! http://i221.photobucket.com/albums/dd198/St-Michael/wave.gif

I've not gone back to read the law, and it's too early for me to try to go look it up right now. If you have read and quoted it correctly, and I have no reason to doubt that you have, you might take an 8 hr course somewhere and carry proof of that with you. (Alternatively, if you want to carry a really well-shot target with you as "proof", it's a bit smart-@ssed, but the cop would probably take it in the spirit intended. :) ) To be on the safe side, though, yes, I'd say find a course somewhere-local range, or come across the border into Indiana (back in the USA! (wink)) and take a course here.

Blessings,
B

Thanks for the help, B of R.As a matter of fact,I have relatives in Indiana who have invited me to the Brickyard,so I will be traveling there, which brings me to another question :D ....is there any such requirement of proof of training in Indiana? According to the various sites,my permit would be accepted there.
BTW,do you know where and when I might be able to get some training in Indiana, and could I even take the course being a non-resident?

Thanks,Dennis

Ilslave, I carry in Kentucky on my Pa license. Indiana too and any other state that says they recognize it. I wouldn't worry about the training requirement they have for their license. They recognize all other states permits. I am confident that they would not recognize the Pa license if they wanted non-residents to go through training. They would just restrict carry to those with licenses from Utah, Florida, Texas or other states that do require training. Some states seem to be picky about only recognizing states that have training requirements or similar training requirements, not Kentucky. Do be aware that some states will accept the Pa license from residents but not from us who are not Pa residents. The carryconcealed.net/packngo can tell you if your permit is good in a state you plan to visit.

If you are still concerned call the Kentucky State Police at 502 227-8725.

You're welcome, Dennis, and glad to help. You have the same training requirement in IN to carry on an out-of-state CCW, resident or non-resident, as I do to carry on my IN LTC, which is to say, none.

Some may think this unwise, but if I may venture into the obvious exaggeration, if the state can require 8 hours, why cannot the stroke of a pen make that 80, 800, or even more?

I was told yesterday (I think) that MA charges $110 for a ONE year permit.
My IN was about $30 for FOUR years, and when I renew it, it will be about $100.00 for lifetime.

As for classes, I won't recommend any single person, class, or site personally, but there are several between Indy and Mayor Daley's feifdom. Check out the link under "courses" for Indiana on this site. There are also classes offered at the Boone County (IN) Sheriff's Dept. at times, though I don't know when. If you check with either of these or with either of the shooting clubs around the Lafayette area (Linden Conservation Club and Wildcat Valley Rifle and Pistol Club), please tell them you heard about them from CarryConcealed.net. (To be fair, I am not aware of any discounts they offer for that mention, but it would be a nice plug to get in for the site, if you wouldn't mind! :) )

Blessings,
B

Thanks Bill of Rights.I have one more question.I have been reading some of your other posts about new legislation introduced in Indiana about having guns in a locked car.Am I to understand that when I visit relatives in IN. with my out-of-state CCW,that I (as of now) can't leave it locked in my car? What if I were to go to some building where you can't pack?

Glad to know people are reading. That was probably a bit confusing, yes, so let me try to clarify. I hasten to add that I am not a lawyer, and this is not legal advice.

The law will allow you to lock a firearm in your vehicle. The intent of SB 66 was to prevent a business owner from making a situation for his/her employees that they could not do so, on risk of termination/trespass charges. Sadly, most of our good, pro-gun bills did not even make it into, much less out of committee. The one that did, SB 356, made it to the full senate, but despite a 25-23 vote on it, it did not pass for lack of a Constitutional majority. (two of our state senators are out of commission due to illness. I'm not certain, but I believe in both cases, it's cancer. My prayers are with them and their families.)

My own senator assured Lady Di and me personally, face to face, that he supported the 2A and our bills, but when it came time to vote, he reversed himself. I have sent an email to him to give him the opportunity to explain himself. I consider it rather important since his vote would have passed the bill to the House.

In sum, for our purposes, this session was unsuccessful with the exception of HB 1260, "Encoded Ammunition" being stopped cold, but that alone is a success, and we'll be moving forward from there.

Blessings,
B
