I have been having an ongoing discussion with friends here in CA about the NV laws as it relates to non-resident CCW permits and Clark County registrations post SB92. I would like to submit the following quote from an email I received today with very recent input from Clark County PD.

"Your information really has helped to explain a few things.

I called Las Vegas Metro last week (Jan 21, 2008) and was told that the BLUE CARDS are still required in Clark County.

One of your Utah CCW students - Mike Galan - took the required class for the Nevada non-resident permit in Clark County last week. He was told by his instructor and Metro Police staff that the BLUE CARD registration system was still in place and that BLUE CARDS/registration is required in Clark County for Nevada residents with or without CCWS, non-resident Nevada CCWs, and Utah non-resident CCWs. He had all three of his carry guns so registered and had the BLUE CARDS to show me. He also had Metro Las Vegas documents that discussed the Ordnances involved and the procedure to acquire the BLUE CARDS. He'll have to wait three months to get his actual CCW permit just as I did a couple of years ago.

I could not believe it because the process is so different from northern Nevada where I got my permit... so I called and was told the same thing. I spoke with two officers and a clerical person but I was finally referred to the COP in charge of the "CCW Department". He actually became indignant as I asked him questions. The other three I spoke with did not want to answer my questions - maybe they didn't know how to answer them. They were very polite but deferred me to the department head. I now understand their reluctance to answer my questions and why the boss became indignant as I spoke with him. Best thing I can say is that they are probably in a state of transition and don't really understand where things are headed but have been told to continue with the old program until told otherwise."

So it seems that there is still much confusion over the discussion and it seems clear that LVMPD is definetly still not following the new changes even though it clearly states on their website that these changes are in effect as of Jan 1, 2008.

Any other thoughts on the situation? I guess I will bring my guns down to the SHOT show this weekend and spend an afternoon at LVMPD registering them just in case I get the cop who does not want to follow the law as written.

See www.lvmpd.com/permits/firearms_registration.html as it has been recently updated (like maybe today!)

LVMPD is finally acknowledging the 72 hr requirement for Clark County RESIDENTS and the 60 day requirement for NON residents.

You do NOT have to register your handguns if your are a NON resident of Clark County and will be staying for less than 60 days.

NOW, if we get them to acknowledge the rest of their ordinances are unlawful in accordance with Nevada Revised Statutes.
