What about an outside holster with a top flap that totally covers the gun? I think I've seen pictures of WWII and earlier military holsters like that. Since the gun would be completely covered, wouldn't that qualify as "concealed carry?" Consider, technically, how would that be any different than carrying in a fanny pack?
You could even disguise the shape of the holster, so that it wouldn't have the same outline as a gun. In fact, I've seen pictures of waist packs that are really nothing more than a disguised holster. That would sort of bring open carry, and concealed carry together in a very practical way.
