A license that you can apply for by mail is the Pennsylvania Handgun License. The cost is $26 for 5 years and no training course is required. For those in Wisconsin and Illinois it allows you to carry in 21 states, that includes Missouri, Indiana, Kentucky, Tennessee and Arkansas. The application can be downloaded form www.co.centre.pa.us/sheriff/license_application.asp this gets you to the website for the Centre County Sheriffs department. It usually takes about 10 days to get it through the mail. If you have questions they are the most helpful public servants you will find. Self defense is a valid reason for requesting the license and they are a "shall issue" state.
I've had my Pa license for almost 3 years now. Its good for Wisconsin and Illinois folks to have this. Then you can write state legislators and say why do 21 states (more for Florida and Utah) trust me a non-resident to carry but my own state does not?

Yes-
Illinois has disarmed the people-
even taken all handguns away from Chicago residents-
I read the Chicago Tribune a few times a week-
Seems there are more shootings in Chicago than any other city-
why--- A GUN FREE ZONE-
wake up Illinois and Wisconson-
These States are hurting their residents-
