It looks like the resolution in Winnebago county to issue concealed carry permits will go through. There are 28 board members and it sounds like 15 are in support of it. The states attorney supports concealed carry. The sheriff does as well. He however would be issuing the permits and is caught in the middle. He doesn't believe he has authority under state law. Illinois allows home rule cities to make more restrictive gun ordinances than the state like Morton Grove and Wilmette that prohibit handguns. This is the first time that a county has sought to allow something, a second amendment right, that the state prohibits.
There was a post on Illinoiscarry.com/ forum that the NRA has offered to take care of legal defense costs if the resolution passes and the sheriff gets sues.
The sheriff said he wishes state concealed carry would pass. He said that Wisconsin is close to passing concealed carry and if they do he said there will be car jackers from Beloit Wisconsin, just over the border, coming to Winnebago county because they'll know Wisconsinites might be carrying.
Has anyone heard of this happening in any other state, a county taking it upon themselves to issue carry permits when the state won't?
If Winnebago passes this it may just be the start of other counties doing the same and spread like the 2a resolution, now passed in 82 of 102 counties. Hopefully it will get the state legislature to pass concealed carry legislation.
