On Monday 16 June 2008, Governor Sanford signed H. 3212 into law.
Unfortunately, some NRA supported Senators gutted the bill so that it does NOT honor every permit from every state, as the original version would have done.
The version that was signed is claimed to cause South Carolina to honor permits from states that require both: 1) training and; 2) a background check. Unfortunately, it will still be up to SLED to decide which states will qualify and which will not.
SLED will take some time to interpret the new law and decide which states qualify, so please DO NOT travel to SC assuming that permits from your state will automatically be honored.

What a shame that all that work resulted only in a good thing being screwed up by politicians. Are there plans in the works to try and fix this next year, Bill?

Yes. The bill's author, Rep. Greg Delleney told me that he plans to re-submit his bill in January 2009 when the new session starts. I had chastised him for folding in conference committee and accepting the Senate's version. Delleny said that hopefully Sen. Jake Knotts won't be around in January to obstruct his pure recognition bill next time around.
The reason he said that is right now Sen. Jake Knotts is looking like he is in deep kimshee politically. In the primary election on June 10th Jake got 45%, his two challengers took 41% (Shealy) and 14% (Sturkie) respectively. This causes a runoff between Knotts & Shealy on June 24th. It also means that 55% of all primary voters were "anti-Jake" votes. Katrina Shealy (a CWP holder) has the support of Governor Sanford and US Senator DeMint. Knotts has the support of several in the "good ol boy" network, but he is definitely vulnerable. Both are running TV spots and sending multiple mailers.
Sanford & DeMint are outspoken on lower taxes & smaller government. Knotts & his supporters are "spend like drunken sailors" Republicans who love to overturn Sanford's vetos, and Knotts loves to refer to Sanford as "a RINO" who is really a closet Libertarian. (Evidently the Republicans in SC have abandoned the Republican platform and adopted the Democrat party platform. :D )
The runoff election is day after tomorrow. There is no Democrat challenger, so the winner of this runoff gets the seat by default unless somebody comes up with a massive write-in campaign in November, which I doubt.
