I've just located and posted the relevant IAC which ends the prohibition on carry of firearms by LTC holders on DNR property, including state parks. This is posted on the "legal" page with the IN map.

Also, this afternoon, I was made aware of a tool by which some IN residents can apply for their LTC online. This link is also on that same page, but FYI, it is valid only for residents of Miami and Wells counties. (Peru and Bluffton areas, respectively)
