Or, like drivers licenses, the federal law should require all States to issue, and to honor all other States' CCW permits.

With respect, I disagree. If the Federal Gov't has the power to license CCW, they then have the power to change the regulations and cost to obtain that license. The power to tax or to license is the power to destroy. There is nothing ultimately acceptable that does not move toward the repeal of every single law which attempts to control crime by controlling guns.
Although it's a step in the right direction, I'm not even completely happy with the idea of a federal mandate to apply Full Faith and Credit to all LTCs, because if, for example, Illinois is forced to accept my IN LTC, IL will simply say that in IL, I cannot carry in any building other than a private home. (yes, JungleBob, I recognize that this is not the general feeling statewide, just mostly in Chicago).

The true "permit" or LTC is stated in the document protecting the RKBA, and we all know it well: The right of the people to keep and bear arms shall not be infringed.
