IL State Police want to change the age for a FOID card to 10 because younger than that is "too young to handle a gun".

Translation:

"Yew gun nuts 'mbarrassed us, an' now we gonna make ya pay fer it"

What part of "...shall not be infringed" don't they understand?

It isn't surprising that the ISP doesn't understand "shall not be infringed" some of them don't even understand their own website. It tells how Illiniosans can transport firearms. One way stated is encased, and unloaded by a person holding a valid Firearm Owners ID card. Some troopers and their regional headquarters say it must not be assessible as well. That is one way, and does apply to non-residents, but not the only way. Their own website says under FAQ that the ammo can be in the case, again some say it can't be. Some of the leadership there should run for state rep or state senator as they want to make laws not enforce them.

Will changing the age of FOID card issuance stop crime? Of course not, but it will make some politicians think they have done something. They can also tell their supporters they have done something.
