So... the District wants to claim it is "not a state", so the Constitutional provisions appertaining to statehood don't apply there? Very well. I don't recall there being mention in the Constitution of "districts" having Congressional representation. It's been a while since I read it, so I may be mistaken, but I think that one must be a citizen of his or her individual state prior to being a citizen of the United States, and if one is not a citizen of the United States, one does not vote, either, which point brings up the article from a few days ago in which the question was asked of college students for what they would give up their right to vote. In light of this, I suppose in DC the answer is that they'd exchange their right to vote for their right to be helpless victims of criminals both governmental and otherwise.
DC residents, repeat after me:

Page 2 is good information. The ploy as St. Micheal brings up is an interesting twist. They then should look at the representation for DC as well.
Using this logic, it would make sence that they should not have representation. The Representative for DC web site is below. So if they want to play the We are not a State game, they should have no vote in Congress or the House.

If I recall correctly, their delegate may speak in the House, but is not a voting member, exactly as you describe, however, they've been trying to change that for quite a number of years.
