In the Texas FAQ you mention the change in the law concerning who can access CHL information and said you were looking for the cite.
HB 991, by Rose, eliminated the section of Government Code 411.192 (a) that said, "The department shall, on written request and payment of a reasonable fee to cover costs of copying, disclose to any other individual whether a named individual or any individual whose full name is listed on a specified written list is licensed under this subchapter."
