I was happy with what I was reading right up to the end. Then I read this: "...a judgment that the Second Amendment is an individual right could allow reasonable limits on gun use, such as to protect public safety." What the heck does that mean?

Does it mean, limiting the use of guns to acts in furtherance of protecting public (as opposed to individual) safety?

Does it mean that the individual right to bear arms should only be regulated for the purpose of protecting public safety?

Does in mean something else?

I'm confused.
