Since gun owners are required to have a Firearm Owners ID (FOID) card in Illinois, what county do you think has the highest percentage of the population having FOID cards? How high would you guess is the percentage?

Highest population of FOID cards? I'd guess C(r)ook County, if only by sheer numbers. There are what? Three million people? Even if only 5% have them, that's 150,000 people, and while IN does well to have 5% with LTCs, I'd not be surprised if a minimum of thrice that own guns.
As far as the percentage there? Let's guess 10% that admit to owning guns by having a FOID card. More likely about double that, and perhaps half again that that own "illegally" (which is to say not in compliance with unConstitutional IL state laws.)

You are right about the county with the highest number it is Cook county with 251,902 out of a population of 5,376,741. Your percentage was right on. I'm sure there are a lot of gang banger types without FOID cards there, but not without guns. There are also some folks that may not have renewed their FOID card so the CAGE (Chicago Area Gun Enforcement) units don't have their address when they decide they want to confiscate all guns or another class, such as the evil "black rifle". The county I'm thinking of is not as well known.

Wellllll, I kinda cheated. I named off several percentages. I actually was guessing 10%, but I obscured it a bit. I went with your recent comment about IN being 5% with LTCs and doubled it for those who keep guns in their homes. Then I said it was probably more likely double that, for 20%, though that was more being sarcastic than realistic. Finally, I added half again that, for 30% total to include those who have guns in violation of IL law (which is, as I noted, in violation of a little thing we like to call the "Constitution"... Say, you don't suppose Mayor Daley and Gov. BJ have ever actually read that, do you?http://i221.photobucket.com/albums/dd198/St-Michael/bang.gif )

I imagine both King Richard and Comrade Blogojevich may have read the constitution's bill of rights back in a grade school or high school history class. I don't think they think they are bound by anything it says.
When Comrade Blagojevich got in office he suggested that the state sieze all the gambling casinos and then allow the owners to run them, so the Peoples Republic could get additional revenue. Apparently there aren't enough communists in the legislature yet as this was something never introduced in a bill. I commented that this would be a great way to discourage business from coming to Illinois, might cause some already here to exit as well. It would be equivalent to communist (sometimes called socialist) countries "nationalizing" oil refineries built by U.S. companies.

Since there haven't been anymore guesses on the county with the highest percentage of FOID cards I'm giving the answer. I'm taking this from a post on Illinoiscarry.com/forum under the political forum. A guy there did the research and posted it under FOID card numbers by county. White county had the highest percentage at 51.16% total of 7,865 out of a population of 15,371, next was Calhoun at 41% 2090 out of 5084, Pope 30.6% 1,351 out of 4413. Many Southern Illinois counties (south of I64, by my definition) are in the 20% plus percentage range. Jackson county is at 15.6% and the lowest I believe, probably because of SIU students. Calhoun is just slightly north of St. Louis. The state average is 9.03%.

The real shame, JB, is that even though it's "the other Illinois", it's the same da*n laws in both of them. Pity you can't secede from the state. (North/South Carolina/Dakota, why not North/South Illinois? Although better to have what you have, that way when IL gets CCW, even 'Cago (note Spanish translation) has to comply.

Interestingly enough in 1925, the County of Cook Illinois, which contains Chicago considered seceding from Illinois as a new state named Chicago.
Also shortly before the Civil War, Southern Illinois considered seceding from Illinois and joining the confederacy; a proposed name for the new state Little Egypt after the regions local name. (Found this in Wikipedia)
I wish one of those secessions had happened, we'd have carry in Little Egypt or Illinois! Of course way back when Illinois and Wisconsin fought over the boundary line, Wisconsin wanted it to be even with the south end of Lake Michigan, then they'd have Chicago to deal with.
