How odd! Normally, people that think they may have a claim against the government are lining up to sign on. Is there an intimidation factor here causing their reluctance to come forward?

In April 2006, police made about 700 firearms available for owners to claim if they could present a bill of sale or an affidavit with the weapon's serial number.

So... if those guns had been used in a crime, would they have needed the bill of sale or affadavit with the serial number to prove to whom the gun belonged, or would they have used the info from the 4473's that they don't store <wink wink, nudge nudge> to identify the last known lawful owner?
