OK... The House passed this under "suspension of the rules" several months ago, denying the voters the opportunity to know who voted for and against this bill by voice-voting it on to the Senate.
On December 19th, the Senate voted "by unanimous consent" to pass it on to the President.
My understanding is that one of four things can happen now:
GWB can sign it into law affirmatively within 10 days, excluding Sundays.
He can "not sign" it and have it become law without his signature if the legislature is still in session.
He can veto it actively by returning it to Congress. or
He can "not sign" it and if the legislature is adjourned, it is "pocket-vetoed".
By my reckoning, 10 days means 12/31/07, which is tomorrow. The legislature is not presently meeting due to the end of year and winter holidays including Chanukah, Christmas, and Kwanzaa, (in alphabetical order). To my knowledge, he has not returned it, nor has he yet signed it.
My question is: In the event that the bill is not signed into law or returned to a presently-absent Congress in the next day or so, does it become law without his signature or does it get "pocket-vetoed"?
The "news" media is very, VERY silent about this bill, which leads me to believe that it will, in fact, become law without anyone in either the Legislative or Executive branches of government taking responsibility for making it so. I wrote my letters to the President urging an active veto of the bill, but I have yet to hear of anyone else doing so. I also wrote my Congress-critters several times, to no effect. (not surprising; my US Senators are a jackass and a RINO.) I really hope I'm wrong about what will happen with this bill, but somehow, I think I am not.
If this passes into law and no one else did anything to stop it, all of you who didn't write a Senator, a Representative, or the President expressing your thoughts have only yourselves to blame when you find yourselves unable to lawfully purchase guns or ammo.
